I know some venders do custom wall plaque's and really all you need is a nice picture and two plates to put on a plaque. Go to a memorabilia shop and you'll see a tone of these lying around.
I would stick with Creation Entertainment who's a well known vendor. Some will have a vendor name plaque on the back to verify where they are coming from. Sense these are so plain (i.e. no trademark icon on Buffy plaque, usually there's always one for official license product. The no name logo torch.) The only thing that look's official is the photo because on the bottom left corner is small texts in white print.
Also if it has a limited production run, almost always there's a COA either on paper or on the plaque itself.
Without these it's just a pretty nice looking fan art and nothing more. These are generally what a collector would be looking for when buying items such as this.

Thanks elee0031 for your answer, you've confirmed what I was thinking I'm not interested in that kind of plaque but as I saw 2 of these in France, I just wanted to have more info, just in case cause I don't know all the official buffy products, thanks again

I googled searched this one for you and based on the listing the seller said they obtained this from Warner Brothers. So this one should have a COA issued somewhere on the plaque or have a paper certificate. So inquire with the seller for more info.
