How should the Buffy and Angel Action Figure Lines

I know that there are different series or groups of figures

Buffy
Series 1 - Buffy, Angel, Willow and The Master
Series 2 - Buffy, Oz and Giles
Series 3 - Spike, Xander and Cordelia
Series 4 - Drusilla, The Gentlemen and Anya
Series 5 - Willow
Series 6 - Anya and Tara
Series 7 - Buffy and Dawn
Series 8 - Xander and Cordelia
Series 9 - Giles and Faith

Angel
Series 1 - Angel, Cordelia and Faith
Series 2 - Spike and Darla
Series 3 - Wesley and Lorne
Series 4 - Angel and Fred/Illyria


But where do the following go? Would they go into one of the Buffy series as they have Buffy on them and if so which one? or would they stay with the Angel ones they came out with?

Spike: Fool For Love, Grave, Beneath You
Darla: School Girl, Vampire School Girl
Wesley: Bad Girls
Angel: Graduation Day
Watchers Box Set

The "Buffy" Variants of Spike and Darla were released as exclusives in the Angel Series 2 assortment.

Bad Girls Wesley was released with the Angel Series 3 assortment.

Graduation Day Angel was released as an exclusive with the Angel Series 4 assortment.

The Watcher's box set was released as an exclusive with the Buffy series 9 assortment.

I don't remember which figure was an exclusive where. I think the Wesley was a Previews exclusive and the Watcher's set was a shared exclusive with Suncoast and an online store. the others were exclusives at various online stores like AFX andTime and Space.
