After watched season 7 and season four on Angel, on Buffy, Joyce appears full of light, telling lies to Dawn, the same way appears Darla on Angel, full of light, she try to stop Connor, since he was ready to kill the virgin girl, the last piece for the birth of Jasmine.
In both cases both are mother figures, talking with their children. Was all part of first evil agenda? Was the first evil aware about the amulet? Since if Jasmine won't born, the amulet will never appear, coz Cordelia will be fine and the gang will return to the hotel, Angel probably will go to help Buffy but without the amulet, since Cordelia will stop the plan of WYH to make them partners of the firm.
Now if the Powers that be were Darla, that means that the powers are in the same band of the first evil, since the vanish of Jasmine will avoid the encounter with the amulet, the key in the triumph of Buffy.

I'd imagine that The Powers would find another way to get the amulet to Angel. I mean, though they aren't very helpful in a crisis, they do know how to...you know, help in a crisis. Sometimes. Did that make sense?
However, on further thought, I've always thought that The Powers and The First are very similar. They're both Higher Powers with the potential to pretty much rule the entire universe, they're very influential, and they are, ya know, old. Really old. The difference is that The Powers wouldn't compromise the entire world for one person. So, maybe they did want Connor to kill the girl and bring Jasmine. Maybe, since that would cause the amulet to come into play, it would help their overall plan. Like Wes once said, you try to save everyone, you end up killing everyone.
Either way, I guess, The Powers are pretty much good guys. If they were so evil, they probably would've offed everyone by now, like The First tried to do.

They way I get it PTBs rarely interfere probably because it ends up costing the people their free will (as happened when Jasmine interfered).
So I think Darla was the first because had Jasmine eventually succeeded - the First Evil would disappear entirely (peace on earth, no free will so no more evil) So it makes sense the first tried to stop Jasmine's plan.
The amulet was WR&H way to bound Angel to them and while being evil, I imagine they had their own agenda and didn't want the First to succeed with its plan (stopping the competition) so it served them well.

That makes sense as well. It's just very difficult for me to believe that the apparition of Darla was evil. It may very well have been, but, being a huge fan of Darla, I choose to believe that The Powers sent her out of the power of good.

Also a possibility; perhaps PTBs were trying to stop Jasmine without interfering directly.

I think that's an excellent plot since Darla never touched anything so you can think she is the first evil, also the reaction of Jasmine/Cordelia is very weird, like she try to describe the first evil, but at the same time you can believe that Darla is the powers that be, a little help for avoid the madness of the Earth. In some way Jasmine was the all good and the first was the all evil, and the powers were in the middle.
