Yes, he has a real face under there and his visor does come off, however his eyes are translucent red plastic to allow the internal light to shine through.

The best movie Cyclops with removeable visor is the X2 version.

The cyclops from series one of the movie, they are the best in remove visor Cyclops and trapped Jean Civilian cyclops

Depends if they wanted good articulation or not. The X2 version has more movement than the X1 version. They are both nice figures though IMO. The civillian attired figures are the main ones I am missing from my X-movie display. I've been meaning to buy that Cyclops, Logan with motorcycle & I sill need the Torch playset to go with my Liberty head. I've been thinking of getting the Phoenix Jean too...though there isn't anything wonderful about the variant:

Trust me. I own the figure. It does come off. It even comes with another visor to put on. The "steel" visor that they put on him when they are holding him prisoner.

Yea sure. When I go home this weekend il dig it out of whereever its been for the past few years. (Probably a basement or wedged in a desk drawer in my room.)
